Phones don't determine a driver's good, bad habits

I was watching the news the other day when I learned that talking on a handheld cell phone while driving is now illegal in Albuquerque. I agree that measures should be taken to prevent traffic accidents, but with bad drivers everywhere, does a cell phone ban solve any problems? A Washington Post article mentioned a study in which rubbernecking was found to cause more accidents than cell phone use.

Not everyone who talks on his or her cell phone while driving is a bad driver, or even a careless driver, for that matter. However, those people who are bad drivers while using their cell phones are still bad drivers without them. Those bad drivers are still allowed to eat, drink, shave, put on makeup, read the paper, spill their hot coffee and much more while they are driving.

Banning cell phones in cars does not prevent car accidents; banning bad drivers in cars prevents car accidents.
