New Orleans will never be the same. Two forces are halting the reconstruction of New Orleans: the free market economy and the natural risk. Nobody, not even the government, controls these forces.
Katrina was the first hurricane; Rita was the second, and how many more are in the future? Scientists are projecting a rise in sea level and an increase in hurricanes and hurricane intensity. The natural risk of living in New Orleans is bound to increase in the future. To rebuild and spend billions of
dollars on a city that could be hit by another hurricane is a waste.
When Hurricane Katrina hit New Orleans, the economic value of the city dipped. Nobody wants to live in New Orleans and live through another Katrina. This is why 160,000 people never returned. It is a risky place to live. The government can't force people to live in a risky place, and I don't want them to.
It is a tragedy that New Orleans was struck, but the reality is nobody can control the problems. New Orleans is another dying city.
