Voter's Guide: 2016 Ballot Questions

Among the topics to vote on: bail, money for higher education, ART

In addition to voting on candidates in the race for president, House of Representatives and New Mexico Supreme Court, among others, voters will also see on the ballot a number of bonds, amendments and other ballot questions to provide their input on.

State Amendments and General Obligation Bonds

New Mexico Denial of Bail Measure, Constitutional Amendment 1

A “yes” vote would allow courts to refuse bail to a defendant charged with a felony if the prosecutor provides evidence that the defendant could be a possible threat to the public, while also proposing that a defendant cannot be held in jail and denied bail because of a financial inability to post a bond.

A “no” vote would oppose this proposal, therefore continuing the state’s current requirements that bail can be denied to a defendant charged with a felony if the defendant has prior felony convictions in the state.

New Mexico Senior Facilities Bond (Bond A)

A “yes” vote supports the issuing of no more than $15,440,000 in general obligation bonds that include funding for specific senior citizen facility improvement, construction and equipment acquisition projects.

A “no” vote objects the issue of no more than $15,440,000 in funding for specific senior citizen facility improvement, construction and equipment acquisition projects.

New Mexico Library Acquisition Bond Question (Bond B)

A “yes” vote provides support for the issuing of no more than $10,167,000 in general obligation bonds that would fund academic, public school, tribal and public library resource acquisitions.

A “no” vote opposes the issuing of no more than $ 10,167,000 in academic, public school, tribal and public library resource acquisitions.

New Mexico Higher Education Bond Question (Bond C)

A “yes” vote supports the issuing of no more than $142,356,000 in general obligation bonds. These bonds would go to fund higher education, special schools and tribal school, capital improvements and acquisitions. At least $35 million would go to UNM for various projects.

A “no” vote rejects the issuing of no more than $142,356,000 in higher education, special schools and tribal schools, capital improvements and acquisitions.

New Mexico Public Safety Bond Question (Bond D)

A “yes” vote supports the issuing of no more than $18,196,000 in general obligations bonds that would fund state police, public safety communications and statewide national guard facilities improvements and acquisitions.

A “no” vote rejects the issuing of no more than $18,190,000 in bonds for state police, public safety communications and statewide national guard facilities improvements and acquisitions.

Bernalillo County Ballot Questions

Question of Support or Opposition to ART

“Are you in favor of giving voters residing in the City of Albuquerque municipal limits the chance to vote in support of or opposition to the proposed Albuquerque Rapid Transit Project?”

NOTE: This is a non-binding question, meaning the city can choose to ignore the outcome.

UNMH Mil Levy

Bernalillo County voters will be asked to renew a mil levy on property, which goes to support UNM Hospital. The mil levy brings in around $93 million a year. The tax amounts to about $213 a year on a home valued at $100,000, or about $320 for a $150,000 home.

A “yes” vote would continue the mil levy, and a “no” vote would end it.

Urban Charter for Bernalillo County

“Shall the County of Bernalillo, New Mexico establish a Home Rule Urban County by adoption of a Charter under Article X, Section 10, Urban Counties, of the New Mexico Constitution, empowering the citizens of the county to exercise the maximum degree of self-government and exercise all powers of governing the county independently not denied expressly by State law?"
