All professors (without exception, regardless of rank or tenure status) should be tested for competency, yearly, in their subject field and be required to obtain a high score. In addition, all professors must be required to publish at least one article a year or give a performance of their skills (music, art, oratory, etc.) to a general audience that will grade them on quality of performance, and by peers on their skills. Those that do not pass these tests should be dismissed.

Tested for competency? Who formulates the test and how do we determine competency? In our department we have to go through a rigorous annual vetting both fall and spring semesters. We are evaluated by students and peers constantly. The sheep dip test would be the capstone of academic rigor. I rarely sleep in my office, but I do drool!

I agree regardless of whether you're joking or not. I think you hit the nail on the head. Not all professors are bad, but too many are. Many are just taking up space and sucking precious education dollars away from what's important. Too many professorships are rewards given away as favors.
